The 3-1-1 rule in plain terms

In the US, each liquid container in your carry-on must be 3.4 ounces (100 ml) or smaller, all of it has to fit in one clear quart-size bag, and each traveler gets one bag. That is the whole rule. No single bottle may go over 100 ml in a carry-on, even if your total would still fit.

How many bottles fit one quart bag

A quart bag holds about 946 ml. Divide that by your bottle size to see the most bottles you can carry. At 100 ml each you can fit nine bottles, at 60 ml you can fit fifteen, and at 30 ml you can fit thirty. Slim bottles leave more room than fat ones for the same volume.

Packing liquids so they pass screening

Fill each bottle to about three quarters so it can expand with cabin pressure, and wipe the threads before you close the cap. Stand bottles upright in the clear bag and keep the bag in a pocket you can reach in one motion. Leave the clear bag sealed until you clear security.

Questions about this calculator

How many ml is a quart bag?

A US quart is about 946 ml. The container limit is separate: each bottle must be 3.4 ounces (100 ml) or smaller, and all of your bottles together must fit inside that one quart bag.

How many 3.4 oz bottles fit in a quart bag?

At 100 ml each, nine bottles fit based on volume alone. In practice, bottle shape and caps take up space, so many travelers pack closer to six to eight and leave a little slack in the bag.

Can I bring two quart bags through security?

The rule allows one clear quart bag per traveler for liquids. A second bag is not guaranteed, so unless you are traveling with someone who can carry their own, plan for a single bag.

What is the 3-1-1 rule?

It is the US carry-on liquid limit: containers of 3.4 ounces (100 ml) or less, packed in 1 clear quart-size bag, with 1 bag allowed per traveler. The name comes from those three numbers.

Do toiletries have to be in a clear bag?

Liquids, gels, and aerosols should be in a clear, resealable quart bag so officers can see them without opening it. Solids like bar soap, powder, and a toothbrush can stay in your regular bag.

Can I bring liquids over 100 ml in checked luggage?

Yes. The 3.4 ounce limit applies to carry-on only. Checked bags can hold full-size toiletries, though you should bag anything that might leak so it does not soak your clothes.

How much liquid can I bring on a plane?

In carry-on, up to one quart bag of containers that are each 100 ml or smaller. Checked luggage has no small-container limit, but there are limits on total volume for items like alcohol, so check with your airline.
